Women-Led Uniform Production in West Bengal

Each year, a quiet mobilization unfolds across West Bengal as SHG women measure, cut, stitch, and pack school uniforms for timely delivery. What began in 2012–13 took transformative shape in 2022–23, with seven state departments converging under WBSRLM to directly link women’s collectives with government-aided schools and madrasas.

Today, over 1.55 lakh SHG women form an integrated production chain, generating annual earnings exceeding ₹320 crores. Cluster Level Federations (CLFs)/ Sangha Samabays at the gram panchayat level now anchor the entire process i.e., from sourcing machinery and skilled members to ensuring timely delivery, emerging as accountable executing entities for public procurement. Revised stitching rates raised incomes by nearly 20%, enabling many women to earn between 20,000 and 25,000 INR per production cycle.

Robust Standard Operating Procedures govern each step: tagging SHGs via the Banglar Shiksha portal, issuing portal-generated work orders, using standardized sizing charts, and coordinating fabric through MSME & Textile. Multi-tier quality inspections by block and district committees ensure accountability, showcasing a successful interdepartmental model.

What reaches schools as neatly folded uniforms also represents a deeper institutional shift. Women’s collectives have moved from peripheral suppliers to recognized partners within the public procurement system, delivering not just garments, but steady incomes, professional confidence, and durable local production capacity. Through this initiative, their work has evolved beyond production to become a dependable role within the state’s procurement framework.

For every woman behind the needle, pride is personal and powerful. As one SHG member shares, “When my child wears the uniform I stitched, I feel my work walking into the classroom.” Recognition from teachers and school staff brings reassurance and respect, strengthening her confidence and inspiring her to continue giving her best.
